Tem rural na capital ? : ruralidades, urbanidades e suas resignificações em Porto Alegre-RS

Abstract

Em 1999, através do Plano Diretor de Desenvolvimento Urbano Ambiental (PDDUA), a prefeitura municipal de Porto Alegre decretou o fim da “zona rural” no município. Contudo, mesmo passados 12 anos, sua população (principalmente, os que se acham diretamente afetados por esta mesma decretação e outros agentes interessados em discuti-la) continuam falando, pensando e propondo formas de intervenção relacionadas ao rural. Tendo as tensões geradas por tal contradição como eixo norteador, esta dissertação traz à tona o atual debate sobre o rural em Porto Alegre, tanto no que diz respeito a sua delimitação (ou não delimitação) como no que tange aos diversos significados a elas imputados. A partir do uso prático em contextos específicos, descreve-se como são acionadas e qualificadas as categorias rural e urbano, bem como as ambigüidades e ambivalências que marcam o caráter dinâmico, polissêmico e contextual que caracteriza o acionamento de ambas em Porto Alegre. Do mesmo modo, considerando o universo empírico da presente pesquisa, se analisa como diferentes instituições e agentes sociais se interconectam, se opõem, se distanciam, se repelem, se atraem e se cruzam, sobretudo, quando o rural é visto como “fronteira” da especulação imobiliária. Em síntese, procura-se trazer à luz algo daquilo que estaria subjacente ao procedimento classificatório, o qual permite, em última instância, categorizar pessoas (como rurais e urbanas), classificar espaços (como rurais e urbanos), caracterizar modos de vida (como rurais e urbanos), ordenar, qualificar e hierarquizar valores (rurais e urbanos) e, por fim, organizar o mundo a nossa volta (com políticas voltadas ao rural e ao urbano). Ao final, a despeito do decreto municipal de 1999, foi possível perceber que a dicotomia rural-urbano persiste com força no imaginário social atual, sintetizando, por sua vez, a maneira como portoalegrenses se vêem a si mesmos. Longe de uma oposição fundacional que estaria em vias de extinção devido ao desaparecimento de uma de suas partes constitutivas, rural e urbano persistem tanto no senso-comum como entre especialistas, visto que ruralidades e urbanidades que ora se opõem ora se mesclam continuam sendo inventadas, relidas, esquecidas e/ou incorporadas.

Despite the official decree by the Plano Diretor de Desenvolvimento Urbano Ambiental (PDDUA) from 1999 in Porto Alegre the rural no longer exist, it is understood that if the people who live there, and especially those who are directly affected by this same decree and other stakeholders to discuss it keep talking, thinking and proposing forms of intervention related to rural, sociological point of view, it remains there as an object of study. From this perspective, this work aims to bring about the current discussion that permeates the rural in Porto Alegre, considering the contradiction that surrounds their definition (or not defining). It is intended, therefore, to describe, from their practical use in specific contexts (interviews, websites, official documents, scientific texts, historical books, etc.), how are activated and assigned as the rural and urban categories, through a historic retreat from Porto Alegre to the eighteenth century to the present day. Given the dynamic nature, multiple meanings and contextual features that the activation and mobilization of rural and urban categories in Porto Alegre, seeking to show a temporal dimension as the sense of what they represent is not static shows, both past and in present day, constantly being re-signified over time. Similarly, considering the empirical universe of this survey, the parties involved and their different interests, if you want to analyze how different content deployed in the discourses of different actors are interconnected, are opposed, distance, repel, attract and meet, especially when it covers the rural as "frontier" land speculation, which are detailed the tensions that permeate the discourse of various agents on this phenomenon. In short, we seek to bring to light something of what was behind this type of procedure, which allows, ultimately, to categorize people (such as rural and urban), classifying spaces (such as rural and urban), to characterize ways of life (such as rural and urban), sort, classify and rank values (rural and urban), and finally, organize the world around us (with policies aimed at rural and urban). Thus, this study discusses the views of rural and urban contemporary in Porto Alegre, where ideas and images (which sometimes opposed, sometimes intermingle, sometimes get confused) of rural and urban areas continue to be produced, reread, forgotten and / or incorporated. In short, it is understood that the rural-urban dichotomy persists strongly in the social current, synthesizing, in turn, how our own Western society, to which we belong, finds itself. Far from a foundational opposition would be in danger of extinction due to the disappearance of one of its constituent parts, rural and urban areas persist, both as common sense among experts, filling and being filled meanings.
