Autores neo-keynesianos defendem algumas intervenções do Estado na economia através de políticas fiscais, em períodos onde a demanda não consegue manter o pleno emprego dos fatores de produção. A partir de 2003, o governo Lula, após estabilizar as incertezas geradas em sua chegada ao poder, começou a soltar as amarras da política ortodoxa seguida por FHC, e isso permitiu, novamente, o uso de políticas expansionistas fiscais. Até 2007, a expansão dos gastos do governo ocorreu de forma ativa, contudo tímida, todavia a partir dos agravantes da crise do subprime americano (2008) pelo mundo, inclusive no Brasil, a equipe econômica do governo apostou no crescimento dos seus gastos para estimular a demanda interna, como forma suprir a diminuição das demandas externas por produtos nacionais. Os resultados dessa estratégia foram aparentemente positivos até meados de 2011, quando novas decisões foram tomadas e o superávit fiscal foi novamente buscado, porém, em pouco tempo, notou-se que a medida tinha sido precipitada, e voltou-se novamente para políticas expansionistas, mas não teve o mesmo êxito do período anterior, por diversos motivos, como por exemplo o endividamento da população. Por fim, chegamos ao déficit primário em 2014, resultado de uma expansão continua dos gastos e diminuição da receita nos últimos anos do período 2002/2014. ...
