A maldição do petróleo na América Latina : uma abordagem institucionalista

Abstract

O presente trabalho pretende problematizar a existência da chamada maldição do petróleo no Brasil, México e Venezuela e analisar como a ela afeta o desenvolvimento da América Latina e a importância das instituições nesse processo. A revolução neoliberal da década de 90 modificou o papel da economia petrolífera em alguns países latino-americanos, como Brasil, México e Venezuela. A expectativa era, ainda que de forma lenta, que nesse processo as receitas advindas do petróleo gerassem um desenvolvimento econômico na região, diferente do ciclo anterior de exportação de minerais. Porém o que se identificou nos últimos anos, foi o contrário: ainda que haja lucros extraordinários no setor petrolífero, a América Latina continuou na condição de subdesenvolvimento. A questão a ser investigada é se há uma maldição do petróleo na América Latina. A hipótese a ser testada é se a riqueza natural depõe contra o desenvolvimento econômico e institucional.

The present paper intends to discuss the existence of the so-called oil curse in Brazil, Mexico and Venezuela and to analyze how it affects the development of Latin America and the importance of the institutions in this process. The neoliberal revolution of the 90s modified the role of the oil economy in some Latin American countries, such as Brazil, Mexico and Venezuela. Despite being slowly, the expectation was that in this process the revenues from oil could generate economic development in the region, different from the previous cycle of the minerals exportation, but what has been identified in recent years, however, was the opposite: although there are extraordinary profits in the oil sector, Latin America continues to be underdeveloped. The question to be investigated is whether there is a curse on the oil in Latin America. The hypothesis to be tested is whether natural wealth jeopardizes against economic and institutional development.
