Reservatórios representam componentes importantes da infraestrutura social e econômica e uma das principais razões para sua construção é a necessidade de garantir um abastecimento de água mais confiável a partir do armazenamento de água e regularização do fluxo natural dos cursos d’água. Porém, ultimamente tem se tornado cada vez mais difícil a construção de novos barramentos para a reservação de água, tanto por questões sociais quanto ambientais. Assim, torna-se necessário otimizar a operação dos reservatórios já existentes. Desta forma, o presente trabalho explora a aplicação de uma estratégia chamada “hedging” (salvaguardas) onde reduções prévias no abastecimento são efetuadas de modo a criar uma salvaguarda (aumento no volume armazenado) de modo a reduzir a probabilidade de um racionamento severo no futuro, sem que sejam aplicadas restrições desnecessárias aos usuários. Para tal, neste trabalho é desenvolvida uma rotina computacional para calcular o custo da escassez sob diferentes estratégias de operação e a verificação de outros critérios de desempenho. Os resultados demonstram que o emprego de técnicas de hedging apresenta redução nos custos da escassez da água, reduzindo os impactos socioeconômicos de um período de seca, e reduzindo a susceptibilidade do sistema de reservatórios a déficits de grandes magnitudes. Reservoirs are important components of social and economic infrastructure and one of the main reasons for its construction is the need to ensure a more reliable water supply through water storage and natural flow regulation. However, recently building new dams for water reservation have become every time more difficult due to both social and environmental concern, so it becomes necessary to optimize the operation of existing reservoirs. Thus, this paper explores the application of a strategy called "hedging" (safeguards) which prior reduction of supply are made to create a safeguard (increasing the storage) and thus reducing the probabilty of a severe rationing in future, without applying unnecessary restrictions to users. To this end, in this paper is developed a computational routine for calculating the scarcity cost under different operating strategies and verification of other performance criteria. The results showed that the use of hedging techniques present reduction in the scarcity costs, reducing the socioeconomic impact of drought and reducing the susceptibility of the reservoir system to deficits of large magnitudes. ...
