Dinâmica socioespacial do bairro Restinga – cidade de Porto Alegre-RS

Abstract

Este trabalho trata da caracterização da dinâmica de desenvolvimento urbano do bairro Restinga (Porto Alegre - RS), a partir de análise social, espacial e temporal. Optou-se, pela interpretação de termos como território, identidade territorial e identidade, além da busca pelo entendimento do papel do Estado, desde os processos de remoções de vilas centrais de Porto Alegre, até o surgimento do Bairro Restinga. Também foi necessária a abordagem e a análise a respeito de transformações urbanas, processos e agentes. Fez-se também um estudo, com bases históricas e legislativas, para o entendimento de como se deu a legalização do Bairro Restinga e sua devida oficialização. Ao longo do trabalho, foram realizadas visitas ao Bairro Restinga, entrevistas informais com os moradores tanto na parte da Restinga Velha, como da Restinga Nova Foram feitas visitas técnicas, também em instituições localizadas no bairro, como por exemplo, o Instituto Federal – Campus Restinga, o Hospital da Restinga e Extremo-Sul, delegacia, templos religiosos, empresas, lojas e comércio em geral. Por fim, foi feita uma análise, sobre a percepção que as transformações geraram nos moradores, a identidade que foi desenvolvida ao longo dos anos no bairro, as melhorias e investimentos realizados por parte do Estado e também a partir da luta dos moradores, e a necessidade de maiores investimentos e de novos projetos, para um melhoramento ainda maior do Bairro Restinga, tendo em vista que mesmo depois de tantas benfeitorias, ele ainda encontra-se desfavorecido de infraestrutura e equipamentos urbanos, em relação a outras áreas da cidade de Porto Alegre.

This work regards the characterization of the urban development dynamics of Resting Neighborhood (Porto Alegre - RS), according to social, spatial and temporal analysis.It was decided upon the interpretation of terms like territory, territorial identity and identity, together with the understanding of the State’s role in the proccesses of removing the central slums of Porto Alegre to the appearance of Restinga neighborhood. The approach and analysis regarding urban transformation, it’s proccesses and agents was also necessary. A study was also done with historical and legal bases to understand how Restinga neighborhood’s legalization and proper officialization came to be. Throughout this work, visits were made to the Restinga neighborhood together with informal interviews with the residents of both Restinga Velha (old Restinga) and Restinga Nova (new Restinga) Visits have also been made in institutions located in the neighborhood, for example, Instituto Federal – Campus Restinga, Restinga’s Hospital and Extremo-Sul, police stations, religious temples, businesses, shops and commerce in general. Finally, an analysis was made about the perceptions that the transformations caused in the locals, the identity that has been developed over the years in the neighborhood, the improvements realized and investments by the state and also from the struggle of the residents, and the need for further investments and new projects for even greater improvement in the neighborhood, given that even after many improvements, it still has weak infrastructure and urban facilities, in relation to other areas of Porto Alegre city.
