Os efeitos da implantação do programa “Porto Alegre Copa 2014” sobre o programa “A receita é saúde”, do plano plurianual e sobre as leis anuais elaboradas pelo Gabinete de Programação Orçamentária

Abstract

O presente estudo teve por objetivo analisar os efeitos da implantação do Programa Porto Alegre Copa 2014 aos investimentos no Programa A Receita é Saúde, no período de 2006 a 2013. Foi realizada uma pesquisa bibliográfica, qualitativa, sem utilização de métodos estatísticos e de caráter explicativo. A análise dos valores apropriados para o programa de saúde apontou um aumento de 3428,70% entre o somatório do quadriênio de 2006 à 2009 e o somatório de 2010 à 2013. Entretanto, foram detectadas fontes de distorção nas demonstrações estudadas de 2006 à 2009. Analisou-se, portanto, que, tratando os dados como plenamente confiáveis, a adoção do Programa Porto Alegre Copa 2014 não diminuiu os investimentos em saúde. Na verdade, os investimentos atingiram um aumento admirável durante o período. Numa análise mais conservadora, admitindo que um aumento tão acentuado nos investimentos não pode ser fiel à realidade, e atribuindo o aumento nos valores às fontes de distorção encontradas, ainda assim não há qualquer indício de que as despesas com a Copa do Mundo de 2014 afetaram negativamente os investimentos em saúde em Porto Alegre.

This article aimed to analyze the effects of the implementation of the Program “Porto Alegre 2015 Cup” to the investments on the Program “The Recipe is Health”, from 2006 to 2013. It was realized an bibliographic research, qualitative, without using statistic methods and with explanatory feature. The analysis of the apropriated values of the health program pointed a raise of 3428,70% between the sum of the quadrennium from 2006 to 2009 and the sum from 2010 to 2013. However, it was detected distortion sources in the studied demonstrations, from 2006 to 2009. Therefore, it was analyzed that, treating the data as completely reliable, the adoption of the Program Porto Alegre 2014 Cup did not diminish the investment in healthcare. In fact, the investments reached na admirable raise during the period. In a more conservative analysis, admitting that such an accentuated raise could not be truthful, and assigning the value raises to the extinction of the distortion sources found, even so there was not any evidence supporting that the expenditures with the World Cup 2014 affected negatively the investments in healthcare in Porto Alegre.
