This work proposes an analysis of the industrial policy in the government of Luiz Inácio Lula da Silva in its two versions: the Industrial, Technology and Foreign Trade Policy (PITCE) and Productive Development Policy (PDP), under the aspect of the political intent of establishing a long term strategic plan to the sector, as per development view of Celso Furtado.
