Este trabalho teve como objetivo investigar as possibilidades do uso de imagens noturnas para a estimação de indicadores socioeconômicos, através da determinação de relações matemáticas; investigar o uso da combinação entre imagens noturnas e índices de vegetação na detecção e monitoramento de áreas urbanas; gerar um banco de dados especializados com informações socioeconômicas para a área de estudo; e elaborar produtos cartográficos de apoio ao planejamento adaptativo. Com isso, trazer alternativas técnicas para o planejamento urbano na zona costeira continental do estado do Rio Grande do Sul e margens do Guaíba. Para isso, imagens LANDSAT5 e DMSP-OLS foram utilizadas. Imagens de NDVI (Normalized Difference Vegetation Index) geradas a partir de dados LANDSAT. Reclassificou-se as imagens NDVI, gerando imagens booleanas, isolando as áreas possivelmente urbanas (valores no entorno de zero). As imagens de iluminação urbana (DMSP-OLS) também foram reclassificadas, isolando os valores superiores a 25 ou 30, áreas possivelmente urbanas em imagens booleanas. Ambas as imagens foram combinadas através de uma operação de overlay, resultando nas áreas urbanas. O uso combinado de imagens de NDVI e DMSP-OLS otimiza o mapeamento de áreas urbanas em escala regional, chegando a valores de acurácia global de 88,3%. Também foram adquiridas e compiladas informações censitárias, gerando um banco de dados coeso e sem falhas para a área de estudo, contendo os dados dos censos de 2000 e 2010. Foram realizados testes buscando uma relação matemática, via regressão linear, entre variáveis censitárias e níveis de iluminação das imagens noturnas. Nesses testes chegou-se a coeficientes de correlação pouco maiores de 0,5 para os anos de 2000 e 2010. Por fim, foram produzidos mapas das áreas urbanas da área de estudo para os anos de 1992, 2000 e 2010. ...

This study aimed to investigate the possibilities of using night images to estimate socioeconomic indicators, through the determination of mathematical relationships; investigate the use of combination of night images and vegetation indices for detection and monitoring of urban areas; generate a specialized database with socioeconomic information for the study area; and elaborate cartographic products to support adaptive planning. From that, to bring alternative techniques for urban planning on continental coastal zone of Rio Grande do Sul state and Guaíba Lake margins. To accomplish this, Landsat5 and DMSP-OLS images were used. NDVI images (Normalized Difference Vegetation Index) generated from LANDSAT data. The NDVI images are reclassified, generating Boolean images, possibly isolating the urban areas (zero values in the surroundings). The urban lighting pictures (DMSP-OLS) have also been reclassified, isolating values above 25 or 30, possibly Boolean images in urban areas. Both images were combined using a overlay operation, resulting in urban areas. The combined use of NDVI and DMSP-OLS images optimizes the mapping of urban areas on a regional scale, reaching global accuracy values of 88.3%. They were also acquired and compiled census data, generating a cohesive database and flawless for the study area containing the data from the 2000 census and 2010. Tests were carried out seeking a mathematical relationship, via linear regression between census variables and levels lighting of night images. These tests come up a little higher correlation coefficients of 0.5 for the years 2000 and 2010. Finally, maps were produced in urban areas of the study area for the years 1992, 2000 and 2010. ...
