Processo de implantação da política nacional de saúde do idoso no RS : a percepção dos atores envolvidos

Abstract

Este trabalho objetiva descrever como esta sendo implementada a Política Nacional de Saúde do Idoso no Rio Grande do Sul sob a ótica dos atores envolvidos nesse processo. A pesquisa com abordagem qualitativa utilizou-se da pesquisa documental e de entrevistas semi-estruturadas, foi realizada no ano de 2006 no Rio Grande do Sul. Ficou constatado que os atores classificam como Ineficazes as ações implementadas para prestar assistência a essa população, negativa é a maneira como é vista por 50% dos atores a implementação e implantação dessa política e os outros 50% apesar de identificarem problemas nesta fase a considera positiva, que as opiniões acerca da consonância da assistência com a PNSI se dividem, pois 50% acreditam que elas são adequadas e os outros 50% classificam as como inadequadas e por fim, que todos os atores estão de acordo com o funcionamento e estrutura desta política. É fundamental conhecer as opiniões e percepções dessas pessoas, que atuam fazendo parte desse processo, podendo em algumas ocasiões interferir nos resultados esperados trazendo avanços ou retrocesso nesta fase de suma importância para a população idosa que é a implementação da PNSI.

This objective work to describe as this being implemented the National Politics of Health of the Aged one in the Rio Grande Do Sul under the optics of the involved actors in this process. The research with qualitative boarding was used of the documentary research and of half-structuralized interviews, it was carried through in the year of 2006 in the Rio Grande Do Sul. He was evidenced that the actors classify as Inefficacious the implemented actions to give assistance to this population, refusal is the way as it is seen by 50% of the actors the implementation and implantation of this politics and the others 50% although to identify to problems in this A stage considers positive, that the opinions concerning the accord of the assistance with the PNSI if divide, therefore 50% believe that they are adjusted and the others 50% classify as the inadequate ones finally and, that all the actors are in accordance with the functioning and structure of this politics. It is basic to know the opinions and perceptions of these people, who act being part of this process, being able in some occasions to intervene with the waited results bringing advances or retrocession in this phase of utmost importance for the aged population that is the implementation of the PNSI.
