dc.description.abstractEste trabalho tem por objetivo analisar como a cooperação internacional técnica pode afetar os países e as suas relações bilaterais, dentro do escopo Brasil-África. É notável que, a partir do governo Lula, as relações entre o Brasil e o continente africano ganham impulso e como consequência da política africana de Lula, acordos de cooperação técnica passam a ser assinados com frequência muito maior. Dois destes acordos, o Livelihood Empowerment Against Poverty(LEAP) e o Programa África-Brasil de Cooperação em Desenvolvimento Social (PABCDS) se dão especificamente na área de proteção social, ou seja, buscam maneiras de diminuir os malefícios causados pela pobreza e pela fome. Através da análise da implementação e dos resultados dos programas, tanto nos países parceiros quanto nas relações destes países com o Brasil, busca-se entender os impactos dos mesmos. Nota-se que os programas foram bastante benéficos para todos os envolvidos, ainda que possam ocorrer melhoras. O mais evidente ao final do trabalho, foi o potencial que este tipo de cooperação pode representar para o Brasil, sendo uma excelente oportunidade para o adensamento das relações com diversos parceiros.pt_BR
dc.description.abstractThis paper aims to analyze how international technical cooperation can affect the countries and their bilateral relations, within the Brazil-Africa scope. It is notable that, with the beggining of Lula’s government, relations between Brazil and Africa gain momentum and as a result of Lula’s African policy, technical cooperation agreements are now signed with much greater frequency. Two of these agreements, the Livelihood Empowerment Against Poverty (LEAP) and the Africa-Brazil Cooperation Programme on Social Protection (PABCDS) approach specifically the social protection area, in other words, they focus on reducing the harm caused by poverty and hunger . Through the analysis of the implementation and performance of programs, both in partner countries and in the relations of these countries with Brazil, we seek to understand the resulting impacts. Clearly the programs were very beneficial for all the involved parts, although there may occur improvements. The most evident at the end of this monography, was the potential role that this type of cooperation may represent to Brazil, being an excellent opportunity to further deepening relations with various partners.en
