Estrutura e agência nas relações internacionais : o processo de evolução dos sistemas internacionais

Abstract

Esse trabalho trata dos mecanismos causais da interação entre a estrutura dos sistemas internacionais e suas unidades constituintes. Pergunta-se: quais são os mecanismos causais presentes no processo de evolução histórica dos sistemas internacionais? Assim, a partir da revisão crítica da literatura da teoria neorrealista das relações internacionais e da sociologia histórica, estabelece-se um modelo lógico dos mecanismos causais que permeiam a relação entre estrutura e agência nas Relações Internacionais. O argumento é o de que a relação entre a estrutura dos sistemas internacionais e suas unidades constituintes caracteriza-se por um processo de causalidade bidirecional e coevolução. O mecanismo causal envolve um ciclo de retroalimentação entre os incentivos e a socialização derivados do caráter competitivo da política internacional, que força os estados a construírem instituições para garantirem sua sobrevivência, enquanto o resultado da continuada interação estratégica entre as unidades causa alterações na própria estrutura dos sistemas internacionais. Desse modo, considera-se que a evolução dinâmica dos sistemas internacionais deve ser analisada a partir dos processos que ocorrem tanto no nível da estrutura quanto no nível das unidades.

This paper analyses the casual mechanisms of the interaction between the structure of the international systems and its constituent units. The research question is what are the casual mechanism that are present in the international system’s process of historical evolution? Thus, from a critical review of the neorrealist theory of international relations and historical sociology literature, we establish a logical model of the causal mechanisms that underlie the relationship between structure and agency in international relations. The argument is that a process of bidirectional causality and coevolution characterizes the relationship between the structure of international systems and their constituent units. The causal mechanism involves a feedback loop between incentives and socialization derived from the competitive nature of international politics, which forces states to build institutions to ensure their survival while the result of continued strategic interaction between the units cause changes in the structure of international systems. Therefore, it is considered that the dynamic evolution of international systems should be analyzed from the processes that occur both in the level of structure and in the level of units.
