dc.description.abstract | Uma integração autônoma e antissistêmica da América do Sul enfrenta um conjunto de obstáculos para se tornar realidade. Entende-se por autônoma a integração que enseja retomar a soberania política e econômica da região para a condução de seus processos internos e por antissistêmica aquela que visa a internalizar o centro de decisão econômico, buscando modificar a forma de inserção da região na divisão internacional do trabalho e a natureza de sua relação com os países centrais. Parte-se da análise do desenvolvimento histórico da América do Sul para identificar os entraves estruturais a este modelo de integração e como influenciam os obstáculos conjunturais. A principal barreira estrutural à integração é a ausência de coesão social nos países sul-americanos e na região. A influência, nos países do subcontinente, de fatores políticos internos de governo na formulação da política externa para a América do Sul é outro entrave central ao avanço do processo integrativo autônomo. Por fim, compreende-se que a integração produtiva, a promoção de políticas sociais de alteração da estrutura desigual das sociedades e o alargamento da democracia são as vias estratégicas para a superação dos obstáculos apresentados. | pt_BR |
dc.description.abstract | An autonomous and antisystemic integration of South America faces a series of obstacles to become reality. It is understood by autonomous an integration that pretends to retake the politic and economic sovereignty of the region to conduct its internal processes, and by antisystemic the one that aims to internalize the economic center of decision, looking for modificate the form of the region's insertion in the international division of labour and the nature of its relations with the central countries. From the point of analisys of the historical development of South America, are identified the structural barries for this model of integration as well as its influence in the conjuntural barriers. The main structural barrier to integration is the lack of social cohesion in the south american countries and the region. The influence, in the subcontinental countries, of internal political facts in the formulation of foreing policy to South America is also a main obstacle to the progress of an autonomous integrative process. Finally, it is understood that the productive integration, the promotion of social politics that alters the unequal structure of societies, and the extension of democracy are the strategical ways to the superation of the presented obstacles. | en |
