Quais os impactos da fiscalização da Corregedoria-Geral de Justiça do Rio Grande do Sul em um cartório de títulos e documentos e pessoas jurídicas de Porto Alegre?

Abstract

A fiscalização exercida pela Corregedoria-Geral de Justiça sobre os cartórios é uma questão central no âmbito da justiça e da administração pública no Brasil, considerando sua importância para a integridade, eficiência e transparência dos cartórios. Este trabalho buscou discutir e analisar o impacto dessa fiscalização na operação e gestão de um cartório de Títulos e Documentos e Pessoas Jurídicas da cidade de Porto Alegre/RS. Por meio de bibliografia abrangente, foi explorado o papel da Corregedoria na garantia do correto funcionamento do cartório e na manutenção da confiança pública nesta instituição. Do ponto de vista empírico, dados secundários referentes à agilidade e integridade dos processos do cartório e entrevistas com funcionários do cartório foram coletados e analisados. A pesquisa, de caráter exploratório e abordagem qualitativa, oferece um panorama sobre a relação entre a fiscalização e a qualidade dos serviços do cartório. Como resultado, percebeu-se que a atuação da Corregedoria é fundamental para assegurar a conformidade legal e ética dos cartórios. Para pesquisas futuras, sugere-se um estudo sobre a influência da tecnologia na fiscalização e gestão dos cartórios.

The oversight exercised by the General Inspectorate of Justice over registry offices is a central issue in the scope of justice and public administration in Brazil, considering its importance for the supervision, efficiency and transparency of registry offices. This paper sought to discuss and analyze the impact of oversight on the operation and management of a Registry Office for Titles and Documents and Legal Entities in the city of Porto Alegre/RS. Through a comprehensive bibliography, the role of the Oversight Office in ensuring the proper functioning of the registry office and in maintaining public trust in this institution was explored. From an empirical point of view, secondary data regarding the agility and integrity of registry office processes and interviews with registry office employees were collected and analyzed. The research, of an exploratory nature and qualitative approach, provides an overview of the relationship between oversight and the quality of registry office services. As a result, we found that the role of the Oversight Office is fundamental to ensuring the legal and ethical compliance of registry offices. For future research, a study on the influence of technology on the oversight and management of registry offices is suggested.
