A (re)produção do espaço em Maquiné, Rio Grande do Sul : atuação e percepção dos agentes estatais

Abstract

A presente pesquisa é, sobretudo, uma reflexão acerca da produção do espaço em Maquiné/RS, fundamentada a partir da atuação dos agentes estatais no ordenamento territorial e inspirada pela alarmante degradação ambiental que insiste em grassar por todo o lugar. Desta forma, a análise dos processos de expansão formal da zona urbana se tornou necessária, na medida em que eles refletem diretamente, e em diferentes níveis, nas condições socioambientais da população local. Nesse sentido, por meio de uma abordagem qualitativa que envolveu entrevistas semiestruturadas não dirigidas e a análise de fontes indiretas de dados, foi possível compreender que a ideia de desenvolvimento que orienta a atuação dos agentes estatais envolvidos na produção do espaço é múltipla, divergente e, muitas vezes, contraditória. Analisando-se a base documental a respeito do zoneamento territorial do município desde a sua emancipação observou-se que: 1) As alterações promovidas no Plano Diretor Municipal em 2019 contribuíram para promover empreendimentos imobiliários, em detrimento da preservação ambiental; 2) Os processos judiciais e inquéritos civis representam meios de resolução de conflitos quando o Poder Público revela-se omisso e ineficaz; 3) A ausência de participação popular efetiva e o registro de discussões rasas sobre temas importantes; 4) Os estudos técnicos de planejamento urbano são desconsiderados pelos agentes públicos de Maquiné. As entrevistas com esses agentes indicam a existência de conflitos entre servidores técnicos da área ambiental (geralmente pertencentes ao quadro efetivo), que procuram observar as regras legais que limitam a instalação de empreendimentos como os condomínios horizontais, e os agentes estatais eleitos (Prefeitos e Vereadores), que defendem a expansão imobiliária como forma de aumentar a arrecadação tributária e a geração de emprego, dando a isso o nome de desenvolvimento sustentável. Por fim, conclui-se que a reprodução do espaço em Maquiné é fortemente influenciada pela ação dos agentes estatais, com o objetivo de promover o desenvolvimento econômico, e com potencial real de resultar em degradação ambiental e segregação socioespacial, da mesma forma que vem ocorrendo nos municípios costeiros do Litoral Norte do Rio Grande Sul.

This research is, above all, a reflection on the production of space in Maquiné/RS, based on the actions of state agents in land-use planning and inspired by the alarming environmental degradation that insists on spreading everywhere. In this way, the analysis of the processes of formal expansion of the urban area became necessary, insofar as they reflect directly, and at different levels, on the socioenvironmental conditions of the local population. In this sense, using a qualitative approach that involved semi-structured, non-directed interviews and the analysis of indirect sources of data, it was possible to understand that the idea of development that guides the actions of state agents involved in the production of space is multiple, divergent and often contradictory. Analyzing the documentary base on the municipality's territorial zoning since its emancipation, it was observed that: 1) The changes made to the Municipal Master Plan in 2019 contributed to promoting real estate developments, to the detriment of environmental preservation; 2) Lawsuits and civil inquiries represent means of resolving conflicts when the Public Authorities prove to be negligent and ineffective; 3) The lack of effective popular participation and the record of shallow discussions on important issues; 4) Technical studies on urban planning are disregarded by state agents in Maquiné. Interviews with these agents indicate the existence of conflicts between technical staff in the environmental area (generally members of the permanent staff), who seek to observe the legal rules that limit the installation of developments such as horizontal condominiums, and elected state agents (Mayors and Councilors), who defend real estate expansion as a way of increasing tax revenue and generating jobs, giving this the name of sustainable development. Finally, it is concluded that the reproduction of space in Maquiné is strongly influenced by the action of state agents, with the aim of promoting economic development, with real potential to result in environmental degradation and socio-spatial segregation, in the same way that has been occurring in the coastal cities of the North Coast of Rio Grande do Sul.
