Implicações securitárias das mudanças climáticas : a diplomacia da União Africana no Conselho de Segurança das Nações Unidas (2007-2021)

Abstract

Esta tese tem como tema a diplomacia da União Africana (UA) no Conselho de Segurança das Nações Unidas (CSNU) em relação às implicações securitárias das mudanças climáticas. O aquecimento global, com efeito, é um dos principais desafios da humanidade no século XXI. Embora esse fenômeno tenha um caráter transnacional, seus impactos são desproporcionais, afetando de forma mais severa regiões mais vulneráveis, como o continente africano. Entre as principais consequências desse fenômeno, as mudanças climáticas têm representado desafios para a paz e a segurança internacionais. Para regiões como a África Ocidental e o Sahel, as implicações securitárias das mudanças climáticas vêm apresentando consideráveis desafios, sobretudo na dimensão da segurança humana. O CSNU, nesse contexto, tem sido chamado a incluir essa pauta na sua agenda, ainda que o órgão não tenha adotado uma posição sistemática sobre o tema. Enquanto o CSNU tem sido reticente, a UA vem procurando formas de responder a esse fenômeno, inclusive junto a esse órgão. Nesse contexto, este trabalho procura responder à seguinte pergunta: por que a diplomacia climática da UA estaria buscando uma cooperação com o CSNU para as implicações securitárias das mudanças climáticas na África Ocidental e no Sahel? Busca-se, assim, analisar a formulação da posição defendida pela UA sobre as implicações securitárias das mudanças climáticas no CSNU. A hipótese que sustenta essa pesquisa é que a UA buscaria essa cooperação tendo em vista suas limitações humanas, financeiras e estruturais, levando em consideração que as mudanças climáticas são fontes de ameaça para a segurança humana das comunidades locais. Com base nos Estudos Críticos de Segurança, interpreta-se as mudanças climáticas como fator de insegurança humana, propondo-se a adoção de uma perspectiva africana e emancipatória das relações entre clima e segurança. A pesquisa adota uma metodologia qualitativa e interpretativa, fundamentada em análise de documentos, a exemplo de resoluções, relatórios e acordos entre o Conselho de Paz e Segurança (CPS) da UA e o CSNU, entre os anos de 2007 e 2021. Entre os principais resultados alcançados, percebe-se que a UA tem promovido uma diplomacia climática que busca proteger as populações mais vulneráveis e buscando reposicionar o continente como um ator relevante nas discussões globais sobre clima e segurança.

This thesis addresses the African Union’s (AU) diplomacy within the United Nations Security Council (UNSC) regarding the security implications of climate change. Global warming is, in fact, one of the main challenges facing humanity in the twenty-first century. Although this phenomenon has a transnational character, its impacts are disproportionate, affecting more severely the most vulnerable regions, such as the African continent. Among its main consequences, climate change has posed significant challenges to international peace and security. In regions such as West Africa and the Sahel, the security implications of climate change have presented considerable challenges, especially in terms of human security. In this context, the UNSC has been called upon to include this issue on its agenda, even though the body has not adopted a systematic position on the matter. While the UNSC has remained hesitant, the AU has sought ways to respond to this phenomenon, including through engagement with the Council. Within this framework, this research seeks to answer the following question: why is the AU’s climate diplomacy seeking cooperation with the UNSC regarding the security implications of climate change in West Africa and the Sahel? Accordingly, it aims to analyze the formulation of the position advocated by the AU on the security implications of climate change within the UNSC. The central hypothesis of this study is that the AU seeks such cooperation in view of its human, financial, and structural limitations, considering that climate change poses threats to the human security of local communities. Based on Critical Security Studies, this research interprets climate change as a source of human insecurity and proposes the adoption of an African and emancipatory perspective on the relationship between climate and security. The study employs a qualitative and interpretive methodology grounded in document analysis, including resolutions, reports, and agreements between the AU Peace and Security Council (PSC) and the UNSC, from 2007 to 2021. Among the main findings, it is observed that the AU has promoted a climate diplomacy aimed at protecting the most vulnerable populations while seeking to reposition the continent as a relevant actor in global discussions on climate and security.
