Avaliação do acervo de literatura infantil da Biblioteca Pública do Estado do Rio Grande do Sul : a partir dos critérios do Programa Nacional do Livro e do Material Didático (PNLD)

Abstract

A biblioteca pública exerce um papel essencial no acesso democrático à informação e na promoção do desenvolvimento cultural, intelectual e social da comunidade. A leitura, especialmente desde a infância, é um dos principais meios para alcançar esses benefícios. Este trabalho teve como objetivo avaliar o acervo de literatura infantil da Biblioteca Pública do Estado do Rio Grande do Sul (BPE), com base nos critérios do Programa Nacional do Livro e do Material Didático (PNLD), com foco na qualidade, diversidade e atualidade das obras. A pesquisa, de natureza básica e caráter exploratório utilizou abordagens qualitativas e quantitativas, com apresentação dos resultados por meio de textos e gráficos. A escolha da BPE como campo de estudo considerou a relevância desta instituição, a presença de um acervo infantil e a disponibilidade de catálogo on-line. A coleta de dados foi realizada por meio do catálogo on-line da Biblioteca e de sua base de dados, complementada por pesquisas na internet, nos Editais de Convocação e Guias Literários do PNLD 2018 e 2022, além de uma visita presencial para análise do espaço físico. Os resultados indicam que o acervo infantil é limitado, concentrados em um espaço pequeno da Gibiteca e ausentes do catálogo on-line. Outras obras infantis estão classificadas como “Literatura Infantojuvenil”, dificultando sua identificação e localização, uma vez que se encontram dispersas por diferentes setores, sem sinalização adequada por faixa etária. Apesar de os temas das obras estarem alinhados aos critérios do PNLD, constatou-se baixa representatividade étnico-racial entre os autores, escassez de publicações recentes e ausência de resumos e informações etárias no catálogo. Parte significativa do acervo infantil está no Setor Braille, inacessível a crianças sem deficiência visual. Conclui-se que a ausência de políticas públicas por parte do Governo Estadual compromete a missão institucional da BPE, mas que as ações realizadas pela atual gestão mostram que melhorias estão sendo realizadas, para que toda a comunidade faça parte desse nobre espaço. Recomenda-se a aquisição de novos títulos e a criação de um espaço exclusivo para o público infantil, aproveitando a inclusão das bibliotecas públicas no PNLD, conforme estabelece a Portaria Interministerial nº 2/2025, do Governo Federal.

The public library plays an essential role in ensuring democratic access to information and promoting the cultural, intellectual, and social development of the community. Reading, especially from early childhood, is one of the main means of achieving these benefits. This study aimed to evaluate the children's literature collection of the Public Library of the State of Rio Grande do Sul (BPE), based on the criteria of the National Book and Teaching Material Program (PNLD), focusing on the quality, diversity, and relevance of the works. The research, which is basic in nature and exploratory in character, employed both qualitative and quantitative approaches, with results presented through texts and graphs. The choice of BPE as the field of study considered the relevance of this institution, the presence of a children's collection and the availability of an online catalog. Data collection was carried out through the Library’s online catalog and database, supplemented by internet research, the PNLD 2018 and 2022 Public Calls and Literary Guides, and an in-person visit to analyze the physical space. The results indicate that the children's collection is limited, concentrated in a small area of Gibiteca and absent from the online catalog. Other children's books are classified as “Children’s and Youth Literature,” making them difficult to identify and locate, as they are scattered across different sections without proper age-specific signage. Although the themes of the books align with PNLD criteria, there is a low representation of ethnically and racially diverse authors, a scarcity of recent publications, and a lack of summaries and age information in the catalog. A significant portion of the children’s collection is located in the Braille Section, which is inaccessible to children without visual impairments, and the library's main entrance lacks a wheelchair ramp, posing a barrier to inclusion. It is concluded that the absence of public policies from the State Government undermines the institutional mission of the BPE, but that the actions carried out by the current management show that improvements are being made, so that the intire community can be part of this noble space. It is recommended that new titles be acquired and an exclusive space be created for the children's audience, taking advantage of the inclusion of public libraries in the PNLD, as established by Federal Government Interministerial Ordinance No. 2/2025.
