Apropriação do espaço público de esporte e lazer : etnografia de infraestrutura, queixas e controvérsias no trecho 3 da Orla do Guaíba, em Porto Alegre/rs

Abstract

Esta tese de doutorado trata da apropriação da Orla do Guaíba de Porto Alegre/RS, especialmente do Trecho 3, para práticas de esporte e lazer. Este trecho, nos últimos anos passou por um processo de revitalização, com a implementação de um Parque com diversos equipamentos esportivos e de lazer. Diante desta situação, a pesquisa teve como ponto de partida os debates sobre as intervenções urbanas contemporâneas, conectadas com movimentos globais, que implicam agenciamentos neoliberais e a constituição de cidades competitivas. As pesquisas anteriores e a literatura acessada reforçam perspectiva, mas optei por contribuir investigando atores heterogêneos em ação, desde a constituição dos debates iniciais, das mudanças de arranjos políticos no município, passando pela construção projetos paisagísticos e arquitetônicos por uma empresa de renome, até chegar nas pessoas e grupos que se apropriam dos equipamentos esportivos e de lazer no Trecho 3. Não sem atravessamentos indigestos e trágicos, como procuro destacar, a tese procura dar conta de seguir as pessoas, grupos, infraestruturas, queixas e controvérsias, trazendo de um grande número de descrições sobre situações de esporte e lazer. Não por acaso, optei pela realização de uma etnografia e pela articulação dela com modos de problematizar, de pesquisar e de produzir condizentes com uma perspectiva pragmática. A etnografia envolveu observações, anotações, registros de imagens, construção de diários de campo, entrevistas semiestruturadas, bem como o levantamento e a utilização de diferentes fontes documentais. Esta experiência etnográfica foi iniciada em março de 2023 e encerrada em outubro de 2024, período no qual o Trecho 3, lugar da investigação, passou por 3 enchentes, a mais extrema em maio de 2024. Na relação com a experiência etnográfica produzida e vivida na Orla e sobre ela, sistematizei a textualização do trabalho em 3 seções, sendo a primeira um capítulo e as outras duas artigos. O capítulo, ao tratar da apropriação, o faz trabalhando com uma etnografia da infraestrutura, sistematizada em três momentos (‘o antes’, ‘o durante’ e ‘o depois’) que dizem sobre a trajetória de estudos, mas também sobre os efeitos das enchentes. O primeiro artigo contempla o que denominei de uma etnografia de queixas que eram recorrentes na experiência de observação e de conversas durante as imersões em campo. E o terceiro está focado em seguir e construir uma controvérsia ocorrida a respeito da apropriação da pista de skate, mostrando o desenrolar de uma causa que procurava produzir mudanças na política pública. Com estes trabalhos, procurei sinalizar, ao final, um outro outro olhar investigativo e de produção de conhecimentos, mostrando estabilizações sobre as apropriações, mas também um conjunto de diferenças, de disputas e de desigualdades.

This doctoral thesis deals with the appropriation of the Guaíba Waterfront in Porto Alegre/RS, especially section 3, for sports and leisure activities. In recent years, this section has undergone a revitalization process, with the implementation of a Park with various sports and leisure facilities. Given this situation, the research took as its starting point the debates on contemporary urban interventions, connected with global movements, which imply neoliberal arrangements and the constitution of competitive cities. Previous research and the literature reviewed reinforce this perspective, but I chose to contribute by investigating heterogeneous actors in action, from the establishment of initial debates, changes in political arrangements in the municipality, through the construction of landscape and architectural projects by a renowned company, to the people and groups that appropriate the sports and leisure facilities in section 3. Not without unpleasant and tragic intersections, as I try to highlight, the thesis seeks to follow the people, groups, infrastructures, complaints and controversies, bringing together a large number of descriptions of sports and leisure situations. It is no coincidence that I chose to conduct an ethnography and to articulate it with ways of problematizing, researching and producing consistent with a pragmatic perspective. The ethnography involved observations, notes, image recordings, construction of field diaries, semi-structured interviews, as well as the collection and use of different documentary sources. This ethnographic experience began in March 2023 and ended in October 2024, a period during which section 3, the site of the investigation, experienced 3 floods, the most extreme in May 2024. In relation to the ethnographic experience produced and experienced on and about the Orla, I systematized the textualization of the work in 3 sections, the first being a chapter and the other two articles. The chapter, when dealing with appropriation, does so by working with an ethnography of the infrastructure, systematized in three moments (‘before’, ‘during’ and ‘after’) that tell about the trajectory of studies, but also about the effects of the floods. The first article contemplates what I called an ethnography of complaints that were recurrent in the experience of observation and conversations during the field immersions. And the third is focused on following and constructing a controversy that occurred regarding the appropriation of the skate park, showing the development of a cause that sought to produce changes in public policy. With these works, I sought to signal, in the end, another investigative and knowledge-producing perspective, showing stabilizations in appropriations, but also a set of differences, disputes and inequalities.
